Ram Slots Not Working

Second RAM slot is not working! I try put there 2 different DDR3 (original Samsung and Kingston). Both of them working fine in the first slot. But not working in the second one. Not working separate in second one, and not working together with the first slot. First slot separate working fine! What the problem? Bank 1 Memory Slot not recognizing RAM-easy way to fix? However, it shows in System Information that there is only 4GB of RAM recognized, and Bank 1 slot shows as empty.-I switch the RAM sticks between Bank 1 and Bank 0, computer boots just fine but still shows Bank 1 slot empty. I have switched which stick is in which slot and to no avail, when I only placed a memory stick in the second slot, the computer failed to start.

Problem: Board Z390i - Only 1 DIMM recognized ... will *not* boot with second DIMM installed
CPU: i5 9600k
RAM: RAM G.SKILL TridentZ Series 16GB (2 x 8GB) 288-Pin DDR4 4000 (PC4 32000) Model F4-4000C19D-16GTZ
Each works in DIMM slot 1, but, machine will *not* boot with second DIMM installed in slot 2.
Updated the BIOS... to 2417 (6/3/2019) ...still not working.
Not running terribly with one DIMM... went ahead with stock (out-of-the-box) OC anyway ...5gHz on cpu & 4300mHz on ram. *Totally Stable* during 4 hr. bench test.
Would be nice to have 16GB of ram though... any thoughts???
